On the morning of September 15, 2021, Xie Kaiyun, Deputy Director of the Shanghai Maritime Safety Administration, visited Shanghai Jiuhe Marine Tech Group to conduct research and provide guidance on occupational safety and health (OSH) management. Li Gao, Deputy Director of the Administration’s Safety Management Department, and other officials accompanied him on the visit.

She also expressed heartfelt gratitude to the Shanghai Maritime Safety Administration for its ongoing concern, guidance, and support.

After attentively listening to the company’s report, Deputy Director Xie commended Jiuhe Marine Tech Group’s notable development achievements, valuable experience, and effective practices in recent years. He noted that President Yu had moved from Zhejiang Province to Pudong, Shanghai, in 1992—exactly thirty years ago—and thus served as both a witness to and participant in Pudong’s development and opening-up; during this period, Shanghai Jiuhe Marine Tech Group had likewise continuously grown and strengthened.

Regarding current OSH work, Deputy Director Xie pointed out that, since last year, the nationwide three-year special campaign for OSH rectification has significantly contributed to overall stability in workplace safety. The total number of accidents has markedly declined: in 2020, both the number of industrial accidents and fatalities across China decreased year-on-year, and major and extremely serious accidents further diminished—from a peak of 140 such incidents in a single year historically, down to just 16 last year. Nevertheless, the current OSH situation remains severe. While land-based accidents were previously more prevalent, improved land-based safety governance has shifted attention toward waterborne accidents, making maritime transport safety—including commercial vessel and fishing vessel safety—the top priority this year. In particular, the State has placed special emphasis on Shanghai this year. For instance, the Shanghai Maritime Safety Administration has implemented various measures to enhance safety in maritime transport, and the State Council’s Work Safety Committee recently conducted on-site supervision and inspections of Shanghai-based shipping companies and vessels. Thus, maritime authorities must collaborate closely with shipping enterprises to reduce accidents and improve the overall OSH situation. Although the shipping industry has enjoyed favorable conditions over the past two years, safety must never be overlooked. Shipping enterprises must earnestly fulfill their primary responsibilities, firmly uphold the dual bottom lines of safety and environmental protection, strictly implement occupational safety standards, strengthen investment in safety measures, and intensify crew safety training and education—to ensure zero occupational safety incidents.
Deputy Director Xie responded individually to questions raised by the enterprise and addressed suggestions it proposed. He emphasized that maritime authorities not only regulate OSH but also actively foster the development of shipping companies—providing high-quality services and cultivating a more favorable business environment. Specifically, enterprises should be able to process licensing procedures without interrupting operations, while administrative efficiency and service quality must be further enhanced. Finally, Deputy Director Xie expressed his hope that Jiuhe Dalong’s maritime safety performance would remain consistently strong, and extended his best wishes for the continued prosperity and growth of all four core business segments of Jiuhe Marine Tech Group under President Yu’s leadership.
